shapefile - R: Counting how many polygons between two -


i trying recreate map showing how many municipals away cracow: how many municipals away krakow

and change city cracow wrocław. map done in gimp.

i got shapefile (available here: http://www.gis-support.pl/downloads/powiaty.zip). read shapefile documentation packages maptools, rgdal or sf, couldn't find automatic function count it, because wouldn't manually.

is there function that?
